He touched the cop at that point you're bought and paid for. I always thought this was a universal truth everyone knew.
What is a "universal truth"? How is it universal and how is everyone supposed to know it? Touching someone means you get body slammed by someone who is supposed to protect and serve? Or does P&S mean provoke and slam?

When I was a teen and still idealistic (you get over that with age) I was ticketed for running a stop sign. The stop sign was entirely obliterated by a large overgrown tree that needed trimming. When I pointed that out to the officer he replied "if you wanna argue about it I'll give you another ticket for not using your turn signal when I pulled you over". I was idealistic like I said so I thought I'd go to court and fight it, since I fought it the officer showed up too. When I explained to the judge that the stop sign was entirely covered by the tree, the judge turned to the officer and asked him if this was true. The officer said it was not, the judge then ruled against me and when I asked why his testimony was automatically excepted as true while mine was not, he said "the officer is sworn by his oath to uphold the law and his testimony is deemed to be truthful". I learned a valuable lesson that day, after that every time I was pulled over I kissed ass like crazy and went fifty years with only warnings but no more tickets. The truth is that along with a policeman's higher level of privilege should come a higher level of accountability.

How many languages do you speak? And how many of them did you learn as an adult? Did you know that English is up there in the top of the most difficult to learn languages? And not everyone learns languages easily. I grew up in neighborhoods where Spanish was the predominant language. Started formally learning it in 7th grade. And I'm still miserable at it. For most people, learning to speak a language is only easy when they're infants. He did OK until he got upset. Then lost most of his English. Just like most everyone who didn't learn a 2nd language as a young kid.

Yeah, telling the cop to shut up and the finger pop were red flags. And not the wisest thing I have ever seen someone do to a cop. I can blame the cop for going nuclear here. Cuffing him would have been adequate.
I only speak 1 language and enough to get me by in Spanish at work. Funny how people who have English as a second language lose track of how to speak it when jammed up. At least the finger poke and "shut up" came out as clear as glass.

I see that every day in liberal states where officers are pushed and shoved with impunity by "social" protesters in the streets. They have no respect for the law because they are not punished for what they did.
All that pontificating behind me now, I do think the cop in the OP went too far. Yeah, the guy probably should have been arrested and it wouldn't have been an issue to turn him around to cuff him as he said he was ready to go to jail.
The little tap of the back of the hand on the officer may or may not have been an act of aggression.
I have a couple of friends that want to tap me every time they want to make a statement. It irritates me because I'm sometimes having a conversation with another person at the time, but it's a habit of theirs. I don't take them to the ground for doing so.
The officer could have given a harsh verbal warning that if you touch me again, you're going down. If it did happen again, he would have got the treatment in the video.
That's called de-escalation. It can be very effective.
a big AMEN on that - would like to have been a fly on the wall of the top-cop's office when word of this came up -- Im thinking something like "OOh Zhit?
