My thinking is (from reading the affidavit as I put together the map) that Bufford was suspicious of Reyes and thus referred him to an FFL that the ATF could work with to set up tracked purchases.
And as I said before, those unmarked (and on the left side of the map) are presumed to be 100% legal. They were likely included as part of the minimum that the filing agent thought was necessary to establish a pattern that was solid enough to guarantee a judge would sign the warrant.
Remember, the affidavit states clearly that this is not all of the evidence.
