After all the school shootings the past ten years or so I am beginning to wonder why there hasn't been a push here to legalize carry for teachers and students that are of age? Is any memember of our legislature doing something in this direction or is there a lobbying group? I never put much thought into this until I got ready to head back to college and found that I am either going to have to leave my pistol at home or park off campus and leave it in the car. What do you guys think? If there isn't something going on maybe we can get something started?

If you have an Oklahoma Concealed Carry license and you are attending a University in Oklahoma, you can leave your firearm locked in your car on campus.


TITLE 21 § 1277. Unlawful carry in certain places

D. No person in possession of any concealed handgun pursuant to the Oklahoma Self-Defense Act shall be
authorized to carry the handgun into or upon any college or university property, except as provided in this
subsection. For purposes of this subsection, the following property shall not be construed as prohibited for
persons having a valid concealed handgun license:
1. Any property set aside for the use of any vehicle, whether attended or unattended, provided the
handgun is carried or stored as required by law and the handgun is not removed from the vehicle
without the prior consent of the college or university president while the vehicle is on any college or
university property;

2. Any property authorized for possession or use of handguns by college or university policy; and

3. Any property authorized by the written consent of the college or university president, provided the
written consent is carried with the handgun and the valid concealed handgun license while on college
or university property.

The college or university may notify the Oklahoma State Bureau of Investigation within ten (10) days of a
violation of any provision of this subsection by a licensee. Upon receipt of a written notification of violation, the
Bureau shall give a reasonable notice to the licensee and hold a hearing. At the hearing upon a determination that the
licensee has violated any provision of this subsection, the licensee may be subject to an administrative fine of Two
Hundred Fifty Dollars ($250.00) and may have the concealed handgun license suspended for three (3) months.

Nothing contained in any provision of this subsection shall be construed to authorize or allow any college or
university to establish any policy or rule that has the effect of prohibiting any person in lawful possession of a concealed
handgun license from possession of a handgun allowable under such license in places described in paragraphs 1, 2 and 3
of this subsection. Nothing contained in any provision of this subsection shall be construed to limit the authority of any
college or university in this state from taking administrative action against any student for any violation of any provision
of this subsection.

You can also submit a written request to the President of a given college/university to allow you to carry on campus and provided you are approved you must carry the written approval with you just in case...

Refer to the snippet from Title 21 above...

I'm actually goin' to do this, but dunno how effective it'll be...

The Director of my college already tried to tell me I couldn't have my weapon locked in my POV, but that didn't go well... Documentation is key to this...

Not being a lawyer, college student, or gun enthusiast for that time no. Prior to this haven't had any reason to look into this particular section of law because I didn't have a CCW permit I guess you could say I haven't paid much attention. According to law I would still have to ask permission and could still be denied. That's not exactly the uninfringed second amendment the Constitution guarentee's. I was merely wondering why, with all the success we have been seeing in the courts, this isn't a bigger issue here? I guess we take it one battle at a time. Thanks so much for your thoughtful response.

To those who actually tried to help me out, thank you very much for the help and resources. You guys have given me a leg to stand on and I really appreciate it.

I watched a program on television the other night about teen killers. Many of them were school shootings and the most interesting part was the timeline. In less than a half minute, in some cases, the shooter killed or wounded several people. In less than half a minute! If an active shooter was loose on, lets say OSU because I go there, I feel that it would be several minutes, if not at least 10 minutes, for the authorities to arrive. The damage would be unimaginable if the gunman had a chest rig with 8 thirty round AR mags, a side arm with several mags, and maybe a sawed off shotgun with buckshot. If a gunman had a plan and knew which class rooms were the most crowded, which classrooms led to a single hallway or an area where multiple hallways and exits could be covered, it would be devastating. I do not feel safe when I am at college. I wish I had the right to take measures to defend myself and my loved one, she is also an OSU student. I go to the movies, restaurants, and other places that I can legally carry and I do. Denying me this right makes me feel powerless. The psycho depressed little piss ant that decides to go on a shooting spree isn't going to obey the law that says "no carry on college campus unless consent is given by the pres." and he/she sure as hell isn't going to get permission. Stillwater isn't a safe town and I don't live in the illusion that it is. There is a presence of law enforcement but when I am on campus, I see one campus cop a day, maybe. There's no doubt that if an active shooter were to be on campus, the police would be there in full force, but the time it would take to get there would be too long. I know 15 people, at least, that have their CCW permits and that I would trust in an active shooter scenario. Some say there have been studies that show there isn't enough time for someone to get their firearm out in a classroom setting to defend themselves or in the heat of the moment they even forget they are carrying. Maybe this is true for some, but I would still take my chances with a pistol on my side than just a book and a pencil.

Ex-OSU President and now State Senator Jim Halligan does not trust you with a firearm. He does not trust the people that elected him to office to carry a firearm. Senator Halligan was very outspoken and against about HB3354 Open Carry. Not to hi-jack the thread, but cowards like Halligan that fail to uphold the Constitution need to be sent home at the next election.

You are up against an entrenched liberal mindset against guns being carried by responsible adults (notice I did not say "students"). This may be the predominant faculty view.

You may also be up against some self-serving calculation (on the part of college administrators) that the odds of a ccw holder killing an innocent person are greater than the odds of them saving lives. Of course this goes directly against the experience of colleges in others states where ccw holders are allowed to carry concealed. Are administrators willing to consider the experience of other schools allowing ccw? No.

Campus security may believe that they can respond fast enough to handle an active shooter. Think that they would care to accept a challenge to see what their response time really is? Of course not.

Self-defense a basic human right recognized in the second amendment? No, colleges think they are special.

Lots of money and effort is being poured into identifying unstable people before they become active shooters. Can you prove this is wasted? Of course not.

Politicians respect college administrators and see campuses as their turf on which they are the experts.

Don't waste your time asking college presidents for permission to ccw on their campus.

College students can start to change the public mindset by inviting friends out to the range and starting shooting clubs. This is your best option in my opinion.

Oh... and vote for Brogdon for Governor!
