And no, it is not the ballot bill (HB1796). That has yet to be considered, and there are at least 10 pending floor amendments, most of which remove the ballot provision and one that repeals the SDA, Unlawful Carry, Fireams Act of 1971, and nearly all other Oklahoma firearm laws.


The OK constitution states fairly clearly that regulating how and where weapons can be carried is within the scope of restrictions that can be legislated by the legislature.

With that in mind; wouldn't repealing the Self Defense Act immediately make concealed carry illegal?

In the context of the rest of the statutes repealed as I read them, it would be legal to carry a firearm open or concealed just because you are within the boundaries of the State of Oklahoma. Citizens would have the option for an endorsement to be placed on their driver's license to serve as a concealed carry permit for reciprocity.

By the way, the discharge petition for HB1647 passed. Call your Representatives and urge them to NOT support it without an amendment to remove the so-called "open carry language". The language in there only allows open carry if you can articulate a reasonable fear of bodily harm.

The bill has an amendment on it to remove section 6. We need to make sure is passes.

Floor Amendment #6 to HB1796 has the same bodily harm section 6 in it

Floor Amendment #6 to HB1796 has the same bodily harm section 6 in it

In the case of HB1796, it's acceptable as a form of emergency carry. For example, you receive a threat from someone and feel that you need to carry a firearm for personal protection but don't have time to wait 30-90 days for a handgun license, it allows you the opportunity to carry a firearm open without a license as long as you can show that a threat exists. In the context of HB1647, it is the only form of open carry allowed.

In other words, in HB1796 it's a supplemental emergency form of open carry while HB1647 keeps open carry a crime in Oklahoma.

Engrossment is just the certification process that says that there were enough votes, that no one voted with a conflict of interest (such as Rep. Ritze's "Constitutional Privilege" to not vote on HB2128 because he is a doctor), and that the vote was not out of order. Since your post, it has been reported as Engrossed to House.

Would appreciate if the mods would allow "Call your Rep today" notifications on the eve of important legislative activities, either on the General forum or possibly to be pushed to subscribers via email.

That would be great, although without someone who has an inside link to leadership it would be more reactionary than anything. You could easily report on amendments and substitutes as they are transmitted, but the legislative process in Oklahoma is still more of a dictatorship in the sense that the presiding officer in each chamber has the say in what gets heard on the floor and what doesn't.

Still, any encouragement of involvement in the legislative process helps.

I wish they'd remove that stupid crap about Bowie knives and dirk knives and Billy clubs and such.

I mean, I've got a license to carry a freaking loaded handgun of any caliber up to .45, but god forbid I have on me a knife that has :GASP: TWO sharpened edges! Or, EVEN WORSE looks sort of like a Bowie knife. Which is just a regular knife with a fancy design. I mean, who the hell wrote the OK SDA anyway? The Brady campaign?

I'd also like to be able to carry my ASP around without some idiot saying it's a bully club.
