Options for keeping neighbor dogs from digging under the fence?

So what kind of suggestions would you make for neighbor outdoor dogs that keep digging under the fence to my yard. My dogs are small and are indoor dogs and I don't want have them get killed if I let them out to go to the bathroom. They can get under the fence where the neighbor dogs dig much easier than the large neighbor dogs. We are half burying a sheet steel on a roll, as a temporary measure. We dug a trench on our side of the fence and rolled out the steel, sitting up vertically, and burying the bottom half. I know this stuff will eventually rust out, but I consider it to not be a permanent solution. This neighbor refuses to acknowledge that his dogs are even digging the holes, despite the dirt being on his side of the yard. Everything is not his fault and is automatically ours. What would you suggest?

Ammonia. Pour it along the fence. If that dose not stop it, Google Guillotine.

Wood ash. Start putting all your wood ash in the holes and along the fence. It keeps them from being interested. Then screw 3" screws from your side downward on their side. That provides a bit of prickly deterrent. Worked for me.

Illegal to fire in the city limits. You can if your life is threatened, but I doubt a threat to your pet counts. I'm trying to keep this to legal options, I'll complain to the city if I have to but would like to avoid that.

I used chicken wire, wire mesh, but this looks cheap and much better.

Put dog poop in the holes. Fill and cover back with dirt.

That looks like it needs to go on the neighbors side of the fence, but it's a good idea.

To stop my dog, I laid hog panels flat along the perimeter of the fence. The grass would grow through and could be mowed over. You may waant to do that on your side si the fog couldn't dig under.
