OK, so before we stop by the car show, farmers market, anything else going on that might be in or on public property, we need to check with the organizer of the event and see if we can legally CC at his event?

This does not sound like a great law to me.

At least now there is the possibility that you can carry in that venue and if you do when it is prohibited you will not be committing a misdemeanor crime, only a trespass if you refuse to leave.

I'd suggest to LE, SDA permit holders and others to go read and understand the original act as signed by the governor. It does not carry the emergency clause so it will take effect on November 2016. There are a number of changes to current law included in it.

The news media will likely pick up on it as November 1 approaches. Likely they will get parts of it less than correct. Lots more changes that just a typical medial "bite" can include.
