The guy is a douche, no doubt about that. I do think the officer tazed him too quick and really for no reason. Sure he was out of line, but the officer wasn't in any danger. Like was mentioned above, tazers aren't supposed to be cattle prod's for officers to use at their discretion. They have distinct purposes and I don't feel as though this situation was one of those.
