if Walmart and BPS would raise their prices to $50 a brick this would stop and the shelves would be full. then gradually lower the prices over the next several months. they encourage this activity by keeping the prices low during this time of low supply. I think even raising only $10 a brick would slow it quite a bit.
They raised the prices on a lot of centerfire ammo and the shelves are filling.
As a retailer, I wouldn't care who bought my products as long as they sold. I never understood purchase limits. If someone wants to buy 500 boxes, no problem.
I would rather wait to come across a product at a lower price then pay a higher price just so I know it'll be there. I don't shoot .22, but if the same thing was going on with 9mm or .223/5.56 I would stop purchasing from the retailer that raised their price before I stopped buying from them because they always sold out. YMMV
