Possible, but I hear that Joe Biden was in town to personally set the fire to cause oil prices to go up before Trump gets in office.
Looking at the clip it looks like they had a unit upset and overloaded the flare with liquid that was on fire near the base of the flare. Shouldn't have been a big deal as long as no instrumentation wiring or air lines were damaged.
That was my assessment as well.
