Newcastle PD makes good use of Hwy 9, East of I-35. Probably pick up a fair amount of DUI's from folks heading home from OU and Riverwind events. Still, I'd call the PD chief in a heartbeat for an Officer that demonstrated the OP's stated behavior- Carrying his pistol in hand while approaching the vehicle after running all the info and finding no reasons to detain or further engage the driver. Sure, it will be written off as "Officer safety", but if enough people make calls about similar concerns, at some point the supervisors will weigh into it.

When Riverwind Casino was put in, the Chickasaw tribe made a grant to Newcastle for additional police patrols on that section of Highway 9. I know a couple of the officers that work that stretch on rotation and there is nothing asked of them other than an increased presence there. This is a case of good corporate citizenship enabling additional protection.

It had to have been Newcastle PD in that spot and it is easy to speed going eastbound as the speed limit drops going downhill along with a ridiculously long stretch of 45mph. No doubt a revenue generating spot for Newcastle PD.

As to the officers actions, it does not surprise me to hear about a small town cop going Johnny one bullet over a CC citizen. I understand having caution with any traffic stop but how many CC permit holders declare their firearm and then open fire on the officer? I'd guess damn near zero if not zero. Just not necessary to have the sidearm drawn when the guy has already shown his permit which shows nothing but lawful citizen with more of a background check than 90% of any other driver he pulled over that day. I'd call the chief too, but that's just me.
