I believe that language was part of the bill that had open carry licenses being given out by NRA instructors.

The reference to NRA instructors was that one way to satisfy the prerequisite training element is to be certified as a NRA Basic Pistol Instructor. There are other ways to meet this requirement, but the NRA route is the most available.

Then CLEET certifies that the applicant has met the training requirement and you move on to OSBI.

NRA instructors do not teach CWL classes without being first approved by CLEET and then Licensed by OSBI.
