I don't know what you're smoking, but they've been essentially enhancing and expanding encroachments on civil liberties...
This would evolve letting go of power, and this will never happen.
Here's what I think will happen.
Healthcare was his first term token issue. Guns were going to be his second term issue, but that fell flat on it's face.
I think they'll try to come up with another issue or two to force the republicans to vote against (immigration, gay marriage, etc) to portray the republicans as racist, baby-killing bigots in an attempt to sweep the 2014 elections. Division is this administration's MO.

shoot they have made no secret that is exactly what they intend to do. Which means either the market will stay stable with confidence he won't be able to get anything passed or it'll stay in turmoil like it is not with very limited availability & huge back orders.
