If Arizona has such great concealed carry laws, why wasn't there anyone, at the Safeway parking lot, able to use deadly force against this wacko?

I could be wrong about Arizona law, if so I will be corrected.

Are concealed carry laws the end all be all we make them out to be?

Discuss in a civil manner.

There was a guy that carried that came from another store when the shooting started. By the time he got the the gun had already been wrestled away from the shooter. However he didn't know that at the time and admitted to almost shooting the wrong person.

I believe you don't need a permit in Arizona to carry?

There were actually two people there with their guns. The only one I know of that actually did something was coming out of the grocery store, ready to use it once he heard the shots, but by the time he got there that other lady had already tackled the shooter, so he had no reason to shoot. He just helped detain the nut job and neutralize the threat. Not sure what the other ccl holder did. Just heard there were two. I actually think they have constitutional carry, so there is no need for an actual ccl.

I don't know Arizona law, but I imagine part of why there appeared to be no one carrying there would be statistics.

In Oklahoma, it's (what?) 1 in 30 or so citizens who possess a concealed weapon license. Out of that 105,000 people, I'd venture an educated guess that maybe 1 in 10 carry every day. So in Oklahoma, you're down to 10,500 out of 3.5 million people that carry every single day. That means you might have 3 people in a group of 1,000 carrying. And within that, how many have further training to respond to a situation? How many have the resolve to respond to a situation?

I believe AZ has a decent open carry law too. That does not mean everyone goes everywhere with a gun. I would make a guess that only about 10-15% of the population of AZ carries a gun everywhere.

As for "using deadly force against the wacko". First is not everyone in AZ carries a gun everywhere. I am pretty sure there was a police officer of some sort in the general area since it was an organized gathering. Second it would take a couple of seconds for anyone to realize what was going on, from first shot to recognition to draw and fire. How far away was the nearest person with a gun? I know that police are not the end all be all either. Did that person have a clear shot at the wacko? Last does that person want to get involved or do they want to get themselves and/or their family out of danger.

Why? Because the vast majority of people have not mentally prepared to respond to an active shooter situation. You can buy the latest gadgets to bling your pistol, get on here and boast about how you'd cap the BG, etc, etc, etc. Sadly though most people only think about their own self preservation and don't have the courage or fortitude to put themselves in harms way to defend the defenseless.

Or, they have a rough idea of what they may be in for in our upside-down legal system if they do defend the defenseless. Our system can often make helping others a very, very negative thing.

There are probably restrictions against using deadly force to protect a stranger, unless you personally feel that you are in danger of death or great bodily injury.

Actually there aren't. There is no law anywhere that prohibits you from coming to the aid of a stranger. This is what I am talking about. Apathy, excuses, lame.
