Being a Canadian citizen legally in the USA does not disqualify him from buying a firearm.

He cannot get an OK carry license, which requires US Citizenship. He can get a UT carry license.
He needs his immigration forms and numbers for filling out the forms for firearms.

My understanding is he must be a permanent resident alien with a green card, then he must prove 90 days of continuous residency when completing the 4473.

the 4473 reads "non-immigrant alien". I believe the instructions on page 5 of the 4473 list the ID and proof of residency requirements.
