Car will not start.

When you say you tested the battery, was it a load tester or just a multimeter? My bet is still the battery. Simple stuff first.

It will not come out of Park and the steering wheel will not lock.

It was the last time I checked. Guys I cleaned the cables first thing, no Joy. Nothing is coming on inside or out. No click, no dash lights, nada.

That changes things quite a bit from a bad starter if there are no lights. I had to put an ignition/acc switch in a 4 Runner once because of similar issues. Not fun because it's secured to the steering column IIRC. If the battery is OK, then you're pretty much gonna have to troubleshoot. Rotsa ruck.

BTW, batteries can "look" good but not be.

Me Too!!! also check for main Fuse or Fusible link ive seen those pop.

I had a 63 Chevy one time that the battery cable shorted out against the engine manifold - acted similar...

If nothing is coming on, probably your battery, but may be a bad connector or cable, or other connection in the line. Check the cable from the alternator to the battery, also, for example. Got interrupted by a neighbor, so I'm hours late posting this. Hope you already found the problem and fixed it.
