When looking over the bill I noticed on page 25 that "SECTION 13. This act shall become effective November 1, 2018."

I was confused because of this and looked up what the "emergency clause" definition was according to http://www.oksenate.gov/legislation/glossary.html and found this "Emergency Clause - a provision, requiring two-thirds approval by both houses, that allows a measure to become effective immediately upon the signature of the Governor or at a specified date."

So does this mean it still wouldn't take effect until November 1, 2018?

Thanks for that link where I confirmed that my state senator voted no, as expected. My state representative did vote yes so that was encouraging.

Not much. Permits (if you have one) will still be honored according to other states' laws, and I don't see any states dropping their reciprocity agreements over this (though I can't even predict our legislature, let alone other states' legislatures). You may find a state or two that honor our constitutional carry system, just as we honor others, but I expect that to be a rarity.
