It still isnt clear. In her case 31 in two weeks in one thing, that is clear. On the other hand legally it is gauged by a reasonable person's perspective. So what is that perspective? depends on the jury at the time.

When you fill out the 4473 it asks that specific question: "Are you the actual transferee/buyer of the firearm?". If circumstances change and you weren't intending to sell, but then you did - cool.

When you do it over and over again - guess what?

You're a dealer. No sympathy here.

FYI...when you buy multiple handguns from one dealer in a week, the dealer has to send a report to the ATF. Getting multiple handgun purchases from multiple dealers might raise suspicions.
