Actually it's not just OSU. There is a private company involved in the operation. At least that's what they told us when I took a tour of the place.
I would be willing to bet that some that get off course do get shot at. I can see the interview on the local news.

Do these drones even pass low enough to be within the range of the usual civilian firearms? Now I'm not talking .50 AR's or the like, but what you'd likely have on you if a drone were to pass overhead.
