Yes, the President, shockingly, issued an E.O. tasking various executive rbanch officials to make preparations for transitioning the economy to a wartime footing in case of a national defense emergency.
In one form or another this has been going on for decades - it is fully authorized by Congress and basically is the outgrowth of lessons learned from the unplanned and haphazard way we spun up for World War II and from many Cold-War era lessons learned.

There really is nothing wrong, strange, or unusual about this EO itself. The more significant issue is that a lot of our citizens do not trust the President to be a good steward of the office who faithfully executes his duties, while respecting Constitutional limits and the rule of law - so that even a mundane, and arguably good and necessary EO becomes an object of suspicion.

My eyes are getting bad. I thought I read something about nationalizing factories and other businesses to ensure the government could prosecute a war against the citizens, but I'm probably just tired.

Pretty standard CoG and Total War language. These have been standard for a long time. If you think this one is 'bad', read some of the other standing orders. Some of them are downright terrifying.
