All of this conversation brings up another good point. I have been told that the ATF is a very big proponent of "Ignorance of the law is not an acceptable excuse"

Why wouldn't the agent #2 just buy it directly from agent #1 for the good deal? Does agent 1 not like agent 2? Maybe agent 1 didn't know agent 2 was looking for a ruger.

It is possiable that agent #2 realizes that agent #1 is an undercover ATF agent. Agent #2 is not a fool.

It's because Ruger just issued a recall and it didn't have the 'double diamond' stamp on the serial yet.

Well there is still the sign. If you have a sign saying "PRIVATE COLLECTION", you can pretty much do anything you want. You could also declare yourself to be an independent country and then there is no way they can touch you.
