Where did that wording come from, I don't think I read that in the bill. If that is the case, I guess from a legal standpoint it would be better to open carry than conceal and take a chance of being made. That is not what I wanted to see.

That came directly from the bill. If your shirt rode up, it might be up to legal interpretation if it was in plain sight or partially concealed/exposed. From the way I read the bill, you have an option, concealed as in the past or intentionally displayed in plain view, no hybridized carry method that fluctuates with the wind or your body motions.

I admit I haven't read every word of it so I could be wrong but just based on my skimming through it, that is what I have seen.

First, just let me say that I know absolutely nothing about doing legal research, so I could be completely wrong here. I did a google search on "HB 3354" and found what I think is the text of the bill. Here is what I found:

"
6 2. “Unconcealed handgun” means a loaded or unloaded pistol
7 carried upon the person in a belt holster that is wholly or
8 partially visible, or carried upon the person in a scabbard or case​
9 designed for carrying firearms that is wholly or partially visible"

If this is correct, we would be OK. What say ye?

I think many would be upset if that wasn't true. (^^^) The concensus that I have been reading is that most people will still conceal carry, but would be glad to not have to worry so much about printing or the grip sticking out on occasion.

That part of the bill sounds better but it depends on if they construe the partially visible as to only applying to being partially hidden by the holster and not accidental exposure. I'm not trying to be cantankerous, I am only looking at all the loopholes some LEO might try to get from it to harass folks.

E-mail sent to my senator:

I write again in regard to HB 3354, this time to urge you to reconsider your position and vote to override the Governor's veto.

Yes, there is fear among some Oklahomans of seeing a firearm carried by a plain citizen. This makes the issue a bit of a "hot potato" for legislators. The great majority of concealed permit holders will never open carry in crowded settings. I know I won't, but I do want the freedom to do so while hunting and the peace of mind to know that should my concealed carry pistol ever be accidentally exposed, I will not face criminal charges.

Open carry is legal in some form in over 40 states, and causes no problems. Therefore I cannot agree with the head of the state trooper association when he claims it will. I'll stick with the empirical evidence.

Bottomline either you trust the average concealed carry permit holder to do the right thing or you do not. I believe the founding fathers based this country on the premise that you can trust citizens to do the right thing. You should also.
