I may not be totally correct on this, but if you buy an finish an 80% receiver, it cannot ever be sold unless its engraved with a SN, caliber, and transferred through an FFL. It becomes a firearm when the machine work is done.
Serial numbers are another problem from what I can find out. FFL's that have a manufacturers license are given a series that they can work from, so I don't know how the SN thing would work.

Hopefully some FFL will check in that has a clue.

Guys build AKs from flats and 80% receivers all the time. You just have to have a certain number of US made parts in them to be compliant. Perfectly legal. America is beautiful...for now.

I may have a hook up at a machine shop. They are not an FFL though, What is the law on this? I would love a Dubs Chops engraved 1911!

no ffl required. the BATF says you have to be the one to build it so if you are the one that presses start on the cnc machine it is then your weapon from then on you cannot sell it or give it away. can you talk to this hook up and see if he has the software to run the the programs that are on cncgunsmith.com for ar 15 and 1911 lower receivers?
