27 CFR 479.102(a)

That only applies to NFA weapons (see 479-scope. The part you quoted is under subpart "registration and identification".) It's required for NFA because, well, you can't really register something without a serial now can you?

You are not required to put a serial on a non-NFA home made firearm, but it is encouraged to "aid in investigation in the event of loss or theft" (or in case the thugs decide you have to register it)

I just realized my last comment the companies I mentioned do not offer 80% blanks. Any one know of companies who do that we can try to get a group buy going?
