I think this would be an area that could be argued also. I carry my gun in a pocket holster. If it every became unconcealed, I would argue that it is in a scabbard.
I was carrying IWB with a sticky holster to walk to the store because I was too lazy to put on a belt the other day. I ended up pulling it out and carrying it paet of the way because I was having issues. Walked right past a cop with it in my "scabbard".
The sad truth of it is that most officers don't know what the law actually says, only that open carry in a holster is legal, or whatever their departments told them.
