First, economic impact and fiscal impact are two very different things. That said, state government operates based on revenues generated by taxes and fees. When there is a change in revenue, obviously there has to be a change in budgets. Normally, we could get by with an approximate figure and rely on the Rainy Day Fund as a cushion. However, the GOP chose to pillage that savings account to create this year's budget rather than making responsible 20% cuts across the board. Because they also squandered what was still left in there because certain funding sources in the budget never even began to materialize, we don't have that cushion and must now rely on accurate figures.

In a perfect world I'd say "to hell with it, we can't pay you, you, and you starting this week so bye-bye". However, this is the real world. I need real numbers to back up how much I can shrink government.

I wonder how this state and the OSBI survived fiscally or economically before we had a concealed carry law?

According to the Oklahoma State Bureau of Investigation (OSBI), approximately 22,853 initial and renewal license applications are processed annually. The OSBI estimates that 30% of the applicants are either active duty military or honorably discharged veterans, which would account for 6,856 initial and renewal lifetime license applications per year. Currently, the application fee for a five-year license is $100. HB1647 makes the application fee $125 for a lifetime license for veterans and zero for active military. Currently, the renewal fee for a five-year license is $85. HB1647 makes the renewal fee for veterans with a concealed handgun license requesting a lifetime license $25.

The OSBI estimates the annual revenue loss from HB1647 to be approximately $422,597.

Other Considerations

Annual revenues will continue to decrease as the public becomes aware that the license fee is waived for active duty military. There will most likely be an increase in applications, which will incur costs such as fingerprint fees, supplies, postage, personnel, etc., but provide no revenue.​

In other words, it would likely cost around 8-10 state jobs (including benefits and training) if no other revenue source were found to replace it. I have no problem with that.

But I need the numbers.

Alright I'm a but confused. My bill tracking pages show no updates for 1796 since Monday but someone says it was rescinded? Did i read incorrectly?

Nothing has been done with it. It is still on the agenda as far as I know. Whether they get to it by midnight tonight depends on leadership.
