Sort of.

First of all the Patriot Act itself wasn't "repealed". Some provisions of it were set to expire and Congress has yet to pass an extension of those provisions. The last vote was one attempt to extend those provisions. Congress is not finished with it yet. And Obama has already signed at least one extension since he's been in office, so there is nothing to indicate he won't sign the next one once Congress sends it up.

So the legislation to extend those particular provisions as well as the remainder of the Patriot Act itself is not gone, dead, or repealed etc...
