Not trying to get an argument started, but sometimes I get to thinking...pretty dangerous.
First start with the premise that it is legal for a person to carry open in a private enterprise if permission if given by the owner. i.e. some guns stores and pawn shops.
Anyway, suppose a private enterprise has a sign stating no concealed weapons. Is this giving one permission to carry open? Not the intent, but letter of the law? This wouldn't be law concerning carry of guns, but law concerning how a legal sign prohibiting an activity must written.
