Paying the grazing fee to BLM is acknowledgement that is is federal land.
Would you pay me for the use of something that someone else owns?
Regardless, Bundy isn't opposed to paying legitimate grazing fees.
Or is sheepish acceptance of the situation. Maybe something in the man changed, or became intolerable.
