Well.. I think you'd have to keep in mind that unless the "innocent" twin was on the phone to 911 immediately, he would at least be an accessory after the fact.

Just because the two are combined doesn't mean that they have equal control over their conjoined body. What if one person (the guilty party) controls the arms and legs and the other is just along for the ride?
