I think it is; IIRC, the Oklahoma/Cleveland county line is somewhere around 89th.

It is. But part of it is a school. And can’t build the jail close to a school.

Jails are built with the cheapest materials and designs available at that time. There is no expectation of keeping the employees or inmates safe. My comment is from personal experience as an inmate babysitter. I caught people smuggling in phones, drugs, tattooing equipment and guns. Nothing was prosecuted because it would make the county look bad.
