The current jail is just stupid with two o's.
Jails are built with the cheapest materials and designs available at that time. There is no expectation of keeping the employees or inmates safe. My comment is from personal experience as an inmate babysitter. I caught people smuggling in phones, drugs, tattooing equipment and guns. Nothing was prosecuted because it would make the county look bad.
There were a lot of inmates that had mental issues that remind me of your comments after midnight.
