As a former fast food manager, I would imagine the manager would like to know this is happening. We didn't allow that to happen and the employees were trained to stay 2 tables away while cleaning up after a lunch or dinner rush. Sometimes you would have a family come in with untrained kids that thought the floor was their playground. When that happened we would ask if it was ok to clean the area if it was next to an occupied table, but under no circumstances would we sweep or mop under an occupied table.

This. "Customer Service" is a lost art. I don't even expect good service amymore.
I actually have a tale that covers good and bad customer service all at once. A few years ago I was eating lunch at Ted's in Norman with my mom, my sister, and her kids. I think there was one other table occupied at the time, and a different gal was waiting on it. Our server frequently disappeared for such long periods of time that I'd have bet good money that the next time I saw her would be on the back of a milk carton. After the drinks, chips, and salsa all ran out (the horror--I swear, it was like Stalingrad! :D ), the gal waiting on the other table took pity on us and got everything refilled--then she was surprised when I tipped her at the end of the meal.

We ate at a top end restaurant, not to be named, and it was at the end of service. A large crowd was in the center of the room, and left. One table and ourselves were the only ones left before they closed The wait staff started rearranging the room. Instead of picking up chairs, and moving them, they were sliding them across the room. tile floor, and it was quite noisy. I would expect that in a diner, but not in fine dining.
My wife was fit to be tied, but we waited until our order got to the table, and THEN called for the manager. Voiced our complaints. IMHO the last customers of the day deserve the same service as the first customers.

^^^^ This.

I understand people want to go home at the end of the day, but cleaning of the service area needs to wait until after the last customer has left. I eat out late a lot, on purpose, because we like the late crowd. We try to be done by closing time, but even if I'm not, and certainly during a late lunch, if someone starts cleaning the floor, unless it's a fast food place, I'll ask for a manager every time.

You don't have to be crappy about it. All you have to do is ask if running the vacuum around my table or causing a horrible ruckus can't wait until after I finish my meal. I've always been polite, and I've never gotten a rude response.

I'd have asked to speak with a manager, but that's just me.
