It's propaganda in my opinion. While there might have been some mitigating circumstance to where he couldn't, my guess is that he probably did vote but wants to say that he couldn't so that he can advance the narrative that there is voter suppression.

States rules override federal rules currently and you still need ID to vote in Ok. Well, almost. You can steal someone's voter ID card and use it to vote, but that probably never happens.
