OK, I tried to follow along but the crap was so spread apart.
He failed to vote indicates it was his problem and his fault.
He couldn't vote indicates it was an administration or logistics problem.

It's propaganda in my opinion. While there might have been some mitigating circumstance to where he couldn't, my guess is that he probably did vote but wants to say that he couldn't so that he can advance the narrative that there is voter suppression.
We have a new federal law saying we don't need ID to vote? When did this happen?
States rules override federal rules currently and you still need ID to vote in Ok. Well, almost. You can steal someone's voter ID card and use it to vote, but that probably never happens.

Not sure which of the buckets that reason falls into.
