The whole getting paid not to farm is a myth. I can only think of one farmer with idle farmland around here. The closest thing to getting paid for not farming are DCP payments which you can get even if you produce something.
I guess there is the CRP program but that is mostly utilized on poor farm ground that is not very productive anyways.
The fact that we need to bring in illegals to work is proof of how well off our own poor but able bodied really are.If you kick out the illegal aliens, who will work the farms?
There is a H-2A Temporary Agricultural Worker Visa program for migrant farm workers.
I'm not from around here I'm from northeast Iowa and it isn't a myth. Ask the peanut and cotton growers that collect every year and now that they are being called out for getting benefits from land that has never been farmed. In Iowa we called it row renting. The Govt would rent your land so you couldn't even grow fruit or vegetables on it. Here is some of the fight...

Neil Boortz, radio talk how host, and Mike Huckabee are both a propopent of the "Fair Tax". Essentially as you suggest as a straight "consumption/sales" tax. There is a book I'd like to read to learn more. From hearing him discuss the matter, I think they are on to something.

Tax breaks, credits and imposing higher taxes on unpopular groups is one of the best tools politicians have to insure votes for themselves.
