Because Rape is the ultimate argument against abortion and neither side knows how to handle what happens when an immovable object comes in contact with an irresistible force.
The ironic thing about this is that any idiot knows deep down that the abortion argument isn't at all about telling a woman what to do with her body anymore than it is about killing babies.
It's about when does life begin. Once that is determined, there is no argument (rape included) that negates the fact that a life (especially in the good ole' US of A) has certain inalienable rights and no other human being can take those rights away.
I'm a devout Christian (although an Orthodox one so I disagree with pretty much all the Evangelicals around here on nearly every issue), so my definition is "at conception". No politician wants to tackle this argument.
Anyone who wants to throw emotion into the argument (both pro-life and rape-exemption camps) is just clouding the real issue at hand - and that issue is no matter what the father did, you can't punish the living human being that is his offspring (depending on when life is defined to begin legally). If that were the case, then tell any woman who was raped and is now pregnant that she can be killed for her father's crimes (even if he's going to be or has already been punished) and see how she reacts. She (like the unborn - if it is considered a living being) is innocent of any crimes her father committed.
All that being said, here's the truly sad reality. The world is a better place because of abortion. That statement should tell you how depraved humanity really is. Look at crime statistics and if you've read the book Freakonomics, you know that the decline in crime since the 80s can be directly coordinated with Roe-V-Wade.
I'd like to say that the solution is for people to own up and be more responsible as parents - or even to take precautions before hand because of the great amount of responsibility behind doing things that might result in being a parent... but that's not going to happen. People are going to fail miserably (history has taught us this), and the end result is a nation that is all suffering from the mistakes of those who did something (accidentally or intentionally) that forced them to be parents, and then failed to be proper parents, so they produced criminals instead of responsible citizens.
The real issue is that crappy people are going to be crappy people even when confronted with the possibility of being parents. Especially if they were "raised" around crappy parents (or no one at all) and became parents at such a young age that they weren't truly prepared for what was ahead.
And the truly irresponsible ones are not going to buck up and be good parents no matter what you do to them - so they're better of not raising criminals (including rapists). If the government could step in and take all those kids away from them and raise them correctly, it would cost a fortune and we could absolutely bet money on the government screwing up. Sterilization is not really a good way to keep civil rights going either.
So which is it? Take kids away from irresponsible people, sterilize irresponsible people (how do you determine who gets that treatment?), or abortion.
Otherwise, it's let stupid people raise a bunch of criminals and we all suffer.

As for my take on it, I think Republicans are much closer to their roots. By that I mean the caves of their neanderthal forefathers. That means they're much less adept at wooing a girl and would rather hit her with a club, drag her back to the cave and have their way with her.
Most of the emasculated, metrosexual semi-fems tend to be Democrats. They're much less likely to be able to take care of themselves and act like real men. They're great at expressing their emotions and making fanciful things, but they're somewhat intimidated by women. They don't have rape fantasies. They have rape nightmares where they're the victim.
If you're wondering whether I just called Republican men neanderthal troglodytes and Democrat men flighty sissies, the answer would be yes. I like to cover all the bases.
Let's be honest, most of these creepy Republican politicians are balding, pallid, ineffectual nerds with soft hands and low testosterone. Gone are the days of blue-collar, man's men Republicans that served in the military. The only type of rape they'd be adept at would be drugging and dragging - not clubbing and dragging. And they'd need to team up for the dragging part and take lots of breaks. I mean if these guys went after women with a club, they'd be picking their own teeth out of the pockets of their cheap suits.
They'd be more apt to serve a Rophynol-flavored wine cooler to a little closeted twink of a page boy and dress him up as a like a woman.
This also explains their confusion when it comes to reproduction and conception, because in the case of the legitimate rape of a man dressed as a girl - the shemale body has ways to shut down the whole conception thing.
