Im glad when our local pd has a auction they have a FFL holder present to do the background check and anyone can come a bid. The buyer has to pay for the background check.

Surely there is no insider early bidding. It used to happen at the FAA years ago. I had a neighbor that was loaded with tax payer goods that were excess and were auctioned. And worked there.
