There should be a chicken leash law!
My neighbors (in laws) asked me to take care of their rooster after it spurred the hell out of my FIL. It was a quick and humane dispatch and a lesson to the son on how to humanely process a chicken if we have to start eating what we grow again.
I know here inside the city limits all fowl have to be kept inside a fence but like the dog lease law no one cares cause no one enforces it. Animal control just gets paid to drive around all day doing nothing.
