Like it or not, SCOTUS has ruled several times that a person in public has no expectation of privacy. Not in conversations, or even of your image.
Couple that with phone companies being regarded as Public Utilities, and subject to oversight by governmental entities ( ...can you say National Socialism?), and you fall squarely in to .Gov listening and watching.
