I thought that there is an exemption for non residents that allows them to transport weapons through states. It has to do with target shooting and hunting I think.
He wasn't traveling through, he was traveling to NJ. Subtle but huge difference when considering the FOPA.

Even if you are traveling through, you're still not fully protected if a chain of events causes you to have an extended stay where you are given your luggage back by your transporter.

NJ is the same crap. Just to drive your car, you have to have it inspected by the State Police, which can be an adventure on its own.
