There never has been any FAA launch permission requirement, including those sent up regularly by the National Weather Service. There is guidance on places not to be used as launch locations but the NWS sends up radiosonde balloons at Max Westheimer airport in Norman.

@turkeyrun - agreed on your point #3 about the border breach is going to have serious consequences.

Hmmm, anyone else notice this was occurring during the AT&T network failure? Both AT&T releases said "this was not a cyber attack or hack" and blamed it on a badly coded software update... Why not say it was due to a bad software update without mentioning cyber attack or hacking?"
It certainly is curious.

Because people were already speculating that it was a cyber attack or hacking. People leap to that conclusion anytime there's any kind of service outage.
I think just saying "bad update" would have been more definitive and authoritative. Including that hasn't excluded it in the minds of many, plus doubling down on it.
