Biden promised Obama would pass it, he didn't make any promises about congress. Obama has already said he will blow off the debt ceiling if congress doesn't raise it. He is well on his way to becoming a third world dictator (and the US on its way to being a third world nation) and since he already has the media in his pocket the last major hurdle is an armed populace.
