I don't remember reading whether you live within a city limit. If you do, invest in an emergency whistle..it must be an emergengy whistle or air horn...one with a louder decibel rating than a regular whistle.
Every time the dog (s) bark, go outside next to the fence seperating you and the dog (s). Blow whistle or use an airhorn...each and every time. It is a non lethal way to prevent barking. It will "remind" your neighbor of the unwanted noise while training the dog to stop and if the police are called...ask them how to control chronic barking....you thought a whistle or airhorn would be an excellent deterrent. ..nonlethal, nonviolent, and a reminder to the neighbor of their initial problem.
