Cloture vote basically means the time to debate will be limited and thusly cannot be filibustered. Requires 3/5 of the Senate.
Personally I want them to debate it. I want every one of them on the official record for supporting this BS so then the voters will have more than lip service to base their decisions on. 
If the republicans know they have the votes to defeat it, then it is not a sell out.

This was exactly Coburn's point.
Yup, and that's when the details of the proposed legislation are debated and discussed...cloture brings that process to an end instead of letting it drag on...and forces a vote to allow the legislation to come to the floor for debate.
Coburn and others are calling the Dems bluff.
