I believe this is for an individual selling to an individual.

Two summers ago, I purchased a rifle and a pistol from a dealer (FFL holder) in Dallas. We completed the transfer of the rifle in their store but the pistol had to be shipped to Sooner State Pawn for the transfer to be completed.
With all due respect did you read the linked article? It says the exact same thing you experienced.

Q: Asking for a friend…… if a man lives in LA and drives across the state line to Texas, to meet another private citizen for the exchange of 1 used shotgun for cash $, ….. did said friend break a law???
The person who sold the shotgun did, interstate sales should go through an FFL. Not sure the buyer was guilty of any infractions.

Without an FFL, to be legal both parties should be residents of the same state.

"The person who sold the shotgun did"-only if he knew the purchaser was from California.

"interstate sales should go through an FFL"-not true for all firearms

"Not sure the buyer was guilty of any infractions."-the buyer broke a number of California laws

"Without an FFL, to be legal both parties should be residents of the same state."-again not totally true

delta6, the OP said "He drove across the state line to Texas" so I assumed by LA he meant Louisiana.

He also said it was a shotgun.

Your point that the seller is only responsible if he knew is valid.

My answer was not comprehensive, but I believe was essentially correct based on the information the OP gave. What firearm sales between two people from different states does not need to go through an FFL?
