He can buy it here, he just can’t take delivery of it here if it’s a handgun. They would have to ship it back to an FFL in MO to complete the transfer.
If it’s a rifle or shotgun, the OK FFL can transfer it to him as long as it’s legal for him to own it in MO.

Yeah I was selling and meeting at the FFL holders business to transfer into buyers name.
This is one reason I won't deal with "New to Site" people.
