How do I fix this rolled pin on my BCG?

Which generation is yours? Gen 3.

Which lower do you have?
It's a generic AR-15 lower with a 9MM adapter from PSA. Takes Glock mags.

I'm wondering if the hole drilled through the back of the bolt isn't exactly straight and that is making the pin move over a little with each round shot.

Loctite won't hold that.
You need to peen the ends of the pin or carrier or both, where they meet. Then file smooth any edges that result.
Kind of like gas key staking.

Do they make a jib to stake that roll pin?

Drill through both pieces to a standard size and put a piece of drill rod that size with the Loctite retaining compound.

I'm no gunsmith, but wouldn't it be as simple as: small chisel + hammer + vise + file = peen done? Never had this problem so forgive my ignorance.

Be aware that any visible mods (peening/staking/whatever) may void any further warranty work.

Probably wouldn't stop me, but something to consider.

Is it a genuine roll pin or solid pin like a trigger pin?
Been following this issue and wondered if the hole is out of spec? Have you researched that?
There may be a resolution if a solid pin is used.

Hi Dennis! It's a roll pin, I expect the hole is out of spec but how do I know for certain?
