I agree with the previous post. It was a fully automatic assault fishing rod. Probably had a drum magazine AKA reel that held 250 feet of high tensil Spider Wire!

This much is true.....and I've never seen/read any priciple that justifies it to my satisfaction.

What if the pond is the source of his income? Raising minnows for sale to bait shops, raising fish to sell to pet shops, trophy bass fishing, or a pay per pound catfish fishing pond?
How could "the good of the public" idea work with taking away one persons income to make a living, to save anothers trees?

Like I said earlier, file a claim for damages incurred.
Claims against local governments are almost turned down, "for the good of the community"
