Or maybe he was the one that initiated the shooting. I have been burned too many times jumping to conclusions based on incomplete information. There are just too many unknowns in what has been reported here. I don't like the "red flag" idea either, but sometimes the facts are different than what we would like.
I had an Aunt that would have turned me in with zero justification because she was a radical demoncrap and a gun hater if OK had red flag laws.

While the current versions of "red flag" laws are wrong, the concept is correct. Just consider the most recent incident in the Texas church. This man was known to be mentally disturbed. If there had been a way to stop him prior to him walking into that service, there would have been three lives saved. Those two innocent victims had their right to live "infringed". Again, the current versions are wrong, but virtually every news worthy shooting event has been committed by an individual that was known to have mental issues.
Bring back sanitariums.
Sanitariums have merit, but the same issue of due process comes into play. Until we restore confidence in the legal systems, the problems will continue.
