If you're still in contact with them, ask the city attorney for the citation of the ordinance or statute that gives the mayor the authority to close private businesses. If the mayor has the authority, there has to be an ordinance or statute that authorizes it. This is still America, and it is still a country of laws, and government officials are not at liberty to do whatever seems best to them at the moment, only what they are authorized to do under the law.
