And besides, how can one man fix a country when he's only 0.19% of the problem? Even considering executive agencies, I'd say the Office of the President of the United States is a maximum of 2% of the issue.

There's an old saying that I don't want to look up, so I'll paraphrase: "Every politician is a crooked scumbag steering the country in the wrong direction, except mine." Perhaps that's why Congress enjoys an 80+% job retention rate with 8% job approval.
