Several bills are in danger in the State Senate. Senator Barrington, chairman of the Senate Public Safety Committee, has been unresponsive to OK2A’s attempts to contact him concerning these bills, which is worrisome. HB1439 – extends the Castle Doctrine, giving law-abiding citizens greater freedom to defend themselves while in the workplace.

HB1647 - The open carry language is weak in this bill, but we will be unable to strengthen it if it doesn’t continue through the process. If heard in committee and passed to the full Senate, we can amend it to make it a stronger unlicensed open carry bill. (SB129 will be amended in the House Public Safety Committee. It will become a licensed open carry bill. So, amending HB1647 on the floor of the Senate is our best shot at getting an unlicensed open carry bill this session.)

HB1652 – Allows concealed carry permit holders to have their handgun locked in their cars while on Career Tech parking lots.

Umm... negative. It has not been heard in committee yet. A committee substitute was filed today, but will not be heard until Wednesday.

The CS is last year's open carry bill.

I see what you're looking at, but you're wrong. You're looking at when the fiscal analyses were filed.

  3. Committee has option to amend or substitute bill
  4. Committee must recommend DO PASS with title stricken - 3/01/2011
  5. Bill heard on Senate Floor for third reading - 3/15/2011
  6. Floor amendments heard - 3/15/2011
  7. Senate passes bill with floor amendments - 3/15/2011
  8. Senate engrosses bill to House after all vote eligibility have been verified - 3/16/2011
  9. House assigns bill to committee - 3/17/2011
  10. Committee has option to amend or substitute bill - 4/6/2011
  11. Committee must recommend DO PASS
  12. House hears bill
  13. House floor amendments are proposed
  14. House passes bill
  15. House engrosses bill to Senate
  16. If the language between the House and Senate versions is different in any way, a Conference Committee is usually called
  17. Senate can choose to concur with House changes
  18. If reconciliation takes place in Conference Committee, Senate must first pass reconciled version and House must follow suit

Yes, I've simplified the process a bit and left some technicalities such as options that are available to override committees and leadership.

But does not start until 1:30 according to the site. I am not sure if the committees are streamed or not.

Committees are rarely streamed. I rely mostly on Twitter for committee meetings. It costs me ~$300 (gas plus lost revenue) to go to OKC for something like this at this time which is why I don't travel to them.
